He looks like he is 16 years old already. He's probably gone through puberty earlier than his peers. He may or may not improve significantly. We can't judge anything from this age, apart from the fact he might have good genes.

His leg turnover rate is remarkable. In the video of his come-from-way-behind anchor leg in a 4x100 relay, his legs are a blur. I don't know when I've last seen anyone at any level with that kind of turnover. It is freakishly fast, especially for one so young. He's not bigger than his age group peers and doesn't appear to be beyond puberty, but that leg turnover.... wow.

If you read the article again, you will note that it does not say that he broke an age 13 record held by Bolt.
It says that he broke the age 13 record, which is true.
And it says that he ran faster than Bolt ran at age 14. Also true.
If you search youtube you will find a number of videos, including one from a year ago where he makes up a huge amount of ground to win a 4x100 relay. That one has over two million views.
Looks a bit stocky. He'll probably wind up playing rugby.

It's those last 2 to 2.5 seconds that are the tough ones. But make no mistake, it is an eye-popping number for a 13 year old.

Pretty much all of the top youth sprinters are going to have gone through puberty faster than an average 13 year old will. There is a reason they are the best at that age. He does look a bit stronger and older than a random kid at his age, but he is a ridiculously fast sprinter, of course he is going to look that way, that is why he is faster than everyone else. Sprinting fast takes powerful fast twitch muscles. It isn't putting anyone down saying these things, it just doesn't need to be said. Almost all top youth sprinters look more muscular and older at that age, they developed faster and are naturally very talented at a young age. It is closer to a compliment to say he looks like a sprinter.

Top sprinters at a young age don't peak out. They just play football.
