Yes if you buy the Index then those type of charts ring true
If you exclude Tech from that graph it will look a lot more appealing so this might be a lot more reminiscent of 2000 where a lot of stock other than tech actually did quite well

Value has been roaring this week, and small caps are moving well too.
At some point those sectors and emerging markets will outperform.
Remember that after the tech bust, small cap and emerging markets did very well.

This sector rotation stuff has been spouted for a long time now. And I grant you, it does do a sputtering start here and there. But tech always seems to keep roaring on in short order.
I'm betting that we see a little outperformance of emerging markets, continuing leadership from tech., stops and starts from small caps (like has been happening forever), and high volatility overall.
There's a lot of very very significant forces at play here and i'm not going to list them for the hundredth time, but i am getting sick of watching the valuation crowd waving their flag like its the only one in the crowd and everything else should bow down to it.
