I am afraid that Fact checker is right. Between the dates you posted, GOI, the S&P 500, commonly used as an indicator of the broader market, rose 14% in that period. That would imply an average annual rise of almost about 5% per year. That's really not bad considering that that was the lowest it returned in a longer stretch.
