Problem is, I have a feeling they are gonna let Bulut get away with it, and are probably happy to send a message by giving Alptekin a lifetime ban for a second positive.
I sincerely hope this will not be the case (we'll still have Tomashova on the podium anyway, denying a US medal I think). If it is, then Turkey have found the way to do it. Stack the field so you get 1-2-3, if one is busted, sacrificial lamb like, you still have a 1-2.
But seriously, what is going on there, most of them are kids. Lol, I just read on wiki 'doping at the olympics' 84 LA - they refused to give IAAF a safe for medical records then busted in and destroyed them all, as the US cycling team was gonna be busted hard.

Madrid and Istanbul - always bid, trying to win by persistence, serious dope problems, Spain likely to destroy evidence by judges ruling, doping made illegal there only in 2011-12. Not as cash rich, not as high tech, Barcelona already held 92 Olympics. Japan probably has better infrastructure already built.
All that said I do believe Istanbul will probably be picked to 'spread the love' despite the obvious doping problem. Bribes may switch hands too. I would say give them a chance for the next one along with somewhere like the usa/NYC or Paris, but their recent bid losses tell me they may not bid again. Are there any other serious contenders? That haven't held it recently? Asia out if Japan do, brazil Out, Africa, india not able yet, Australia done, Canada can't afford again, USA lack of a push, leaves the door clear for Europe- Istanbul, Spain, Russia if they like the wc experience..
Was Atlanta basically meant to 'be' NYC? As they wouldn't bid themselves? A bit like F1 on the new jersey shoreline to 'be in NYC'?
Paula Radcliffe didn't mince any words about the doping problems in Turkey. Glad to see one of the most prominent celebrities of T&F speak very vocally about it.
I know some on LRC accuse any fast time or WR holder of doping, but I think Paula was clean and she always expresses appropriate outrage when she hears doping scandals in our sport.
