Massachusetts, well at least once you get away from Boston, a rolling, winding challenge.
I mean if you count this, why not some diagonal routes. For example Indiana; start in kentucky end up in illinois (the lower left pointy corner). You could probably get it as short as a couple of miles, depending on your start and end point.
There used to be a 40+ mile relay race across the Oklahoma panhandle from Texas into Kansas.

in a similar fashion, you can cross VA and get to KY from TN in about 4 miles, but I think you have to go off road a little bit

The only problem with Iowa is that when it is green it is usually hot and humid and much more hilly than people expect. Especially the eastern half of the state. Fall would be good. Golden colors and nice temps.

You can crush the West Virginia part of the Appalachian trail in no time at all.
Some through hikers will attempt the four-state challenge. In one day, leave Virginia, cross West Virginia and Maryland, and finish in PA. It's a tough hike... 60 or so miles.
East to West - New Jersey, from Cape May Point to Cape May, about 2.5 miles and dead flat.
How far into the forest can a dog run?
Massachusetts in the fall. Maine (The real one) in the summer. South Carolina in the Winter. Oregon in the Spring.
Florida. You can run from the Atlantic Ocean to the Gulf of Mexico.
Of course, in parts of the Florida Keys that could be about 50 feet.

Cape May Point to Cape May, NJ is only 2.5 miles.
Washington State! It's beautiful and has every time of environment/terrain. Getting over the Cascades wouldn't be fun though...
