There is some level of transparency, run fast enough and they are in. It's unfortunate but not ridiculous. They are basically asking for a favor from USATF. No, unfortunately, is a possible answer in that case.

Did they expect to run even though they were not accepted originally and not on the start list?
Reading this thread makes it look like USATF turned away ppl that actually qualified for the meet.
Think of it this way, you own a company that employs a group of young Associates vying for promotions. Everyone has the same shot and they know that each person that does VP-level work will be promoted to VP -- in other words -- everyone could be promoted, no one, or some number in between. Based on work product, you decide to promote 3 Associates to VP. On promotion day, one guy decides he's leaving the company for a new gig.
Do you simply promote another Associate -- even though he didn't meet the requirements that you'd originally set forth? Meaning, there was nothing stopping him from being promoted to begin with.
No, you promote two and keep it moving.
I'd look at it this way. USATF "Provisionally" accepted twenty-one runners in addition to the eighteen they determined to have qualified. This means, of course, they did not think eighteen was too large a number to run the race. Why wouldn't it have made sense as a matter of policy that if someone who has declared now withdraws, that the next person who has been provisionally accepted has an opportunity to declare and thus to run, and so forth. Wouldn't it make sense to have, again, as a matter of policy that if circumstances allow, up and coming runners like Bayer and Maverick would have a chance to experience a National Championship, because they have been provisionally accepted? As it is, it's possible only twelve guys will be running the 5000.

No they aren't asking for a favor. They are asking for USATF to fill the field like any other sport. In MLB if a guy is sent to the minors, another guy is called up. In golf if a guy withdraws, they put an alternate in.
Do you work for USATF or are you just bitter?
