I think the problem is actually that Robbie is the opposite of Webb. Robbie does well typically when the pressure is on (like in an NCAA championship) whereas Webb was best in low pressure events (like his "time trial" AR mile). Similarly, Robbie, with his competitive drive at the end of a race would seemingly do best in a competitive training environment, where Webb thrived training alone under his coach becasue he responds best to being the biggest fish in the pond and being fed confidence in every workout.
I predict that in the next couple of months we will see a change for Mr. Andrews, hopefully to a new training group in a more exciting environment. I'm glad that he has a supportive family life, but I think it's holding him back in this instance to be living at home.
