Are you sure he went to UC? Morcelli went to riverside jc. (As did Juilus Kariuki). I knew almost all the Riverside guys at that time and don't remember Morcelli there.

Morcelli was at Riverside Community College, not UC-Riverside. RCC doesn't compete in NCAA, do they?
Steve Scott won the 1500m NCAA title in 1977 while at a D2 school (UC-Irvine).
For the 5K, I would say either Derrick or Estrada. Both broke 13:20 in the 5K and neither got the title.

I think there are two things that need to be looked at when considering a best athlete not to win status.
1st. Number of finals made and points scored in the event at ncaa's (taking falls into consideration)
2nd. The athletes top 3-5 times. (gotta weed out the one hit wonders, like kyle merber.)
The best 2nd place finisher could score a top of 64 points in their respective event between indoors and outdoors and qualify for 8 finals.
If you look at someone like cas loxcsom he has a solid Pr, and base time going for him, breaking 1:46 at least 3 times, with 1:45.2 best (Olympic A mark) He scored 21 points at Ncaa, but only made 3 finals.
I think you can just compare other athletes to this standard and come up with a decent list.
To the trolls out there, this weeds out bad responses because athletes would need to at least qualify for Ncaa finals to be considered for the title.

If going to an NCAA school is the criteria, I'd say it's Viren who was very briefly at BYU before anyone had heard of him. I believe Vassala was there as well.

You've assumed additional criteria that were not explicitly stated.
Is El G the best ever in his event? Yep. Did El G ever win an NCAA championship? Nope. Therefore, El G is the best in his event to never win an NCAA title, which is what the original question asked.
What about Charles Jock? If I remember correctly, Jock has the fastest time ever in a prelim to not make the finals.
