It looked like Hatz thought the Mile start line about 9 meters short of the finish was the finish line, so he simply stopped running. He was on the rail, so that line is straight there. Even if he would have cruised to a stop he would have been fine because he was way clear of McGregor, but he simply put the brakes on. He thought the race was over.
