Actually I think this likely right and makes a lot of sense. At this stage in their careers Farah, Rupp, And Ritz must be extremely aware of their pace. Any slow pace and surges are probably very deliberate on their part. And I can easily see why they want practice those surges in a race with other runners before the big races of the summer comes up.

This exactly. The camera was unable to capture a lot of it but he just ran by a bunch of people running 13:20 pace like it was a joke. Good simulation for matching hard moves in a competitive tactical race. Could explain a bit why he looked maybe a little tired at the end.
