Erm. Are you suggesting that he wasn't cheating back when he was doing these sorts of times?
The guy is a cynical cheater without shame. The likelyhood is that he has always been cheating, even back before he was corrupted by the American way of life and the more smiley, happy, genetically incapable of cheating African side of him was at the forefront.
Don't think you should be blaming the race directors. Most probably don't know who was caught doping. If the race director does know about it, he can always deny a waived entry fee. I bet the dopers would not race if they had to pay their own way. but if the doper pays the entry fee there isn't anything they can do.
