Doping is very much trial and error of finding the combinations that make the best response. T is vaguely useful in endurance sports, but not great for the reasons you posted. Typically you need to run something like a salbutemol/clenbuterol (beta 2 agonist) to trick the body into building more lean muscle and maybe ADHD meds to keep weight off. You could use a little exogenous T to help the body maintain normal T/E ratios without getting too bulky and never testing positive. From what has been reported, this is what Salazar was doing with T cream.
Beta 2 agonists and ADHD meds are VERY common abuses of the TUE system in endurance sports. They work great and have no long term consequences. That's why the IOC sports love them.
Regardless of your results on T, your doctor should be monitoring thyroid function pretty carefully while you are using T.
