shocking, just shocking.
check out the video of the race: right after the race, the two Turks, who finished 1-2, have interesting expressions. The winner, in particular, does not show elation but guilt-ridden consciousness of what she did to get there.
Makes you wonder why she was caught now but not before the Olympics. Did she somehow forget the doping routine that was working so well before? Maybe her passport did not have enough data accumulated before, and now they're finally able to show deviations from baseline.

Looks like Carmen Douma-Hussar should have been the winner of that race, trained in the US (NCAA champion so above suspicion, except for the Ben Johnson legacy that all Canadians dope).
Why would a runner already convicted of doping feel guilty about doping her way to another win?
probably the passport - like you said, WADA can't use the passport until they get enough data from an athlete to detect abnormalities. She probably did not understand how it worked.
This passport thing is going to have a sad unintended consequence - people like Cakir will do no diamond league races, no races at all except for the WC and OG, so they might be able to avoid assembling a passport.
The quality of the diamond league will go down, and WC and OG will be full of surprises.
Unless I am misunderstanding the process.

if you aren't competing doesn't that mean you will not be tested out of competition?
Sure, let convicted dopers run again in major championships after they've served their suspension. Just make them wear a big, red 'D' on front and back of their singlet, just above the name of the country they represent. Maybe that would make the federations think again about whether they really want their dirt to appear on the international stage.

I simply don't know all the rules, so this may already be in place...but I suspect that in the near future (again--if it hasn't happened already), there will be a requirement that a competitor in the WC/OG will have to have had X drug tests on record already--and possibly Y urine samples in secure storage.

Jamal is one of the most active runners on the circuit. She has not failed a test. The only reason she has been suspected of doping is because she moved from Ethiopia to Bahrain. Believe it or not some folks move for political reasons.

Jamal proved to be one of the tactically dirtiest athletes in the '11 1500 WC final, shoving her way through the pack, creating the havoc that took down Uceny. Not the same as doping per se, but shows the ruthlessness of her character.

It's not necessarily up to the federations. The British effort to keep dopers [dwain Chamberlain] off their olympic team was overturned by CAS.
