I was out on a run tonight. We just had a snowstorm in Utah and I was running on a section of road with no sidewalks (30mph road, not particularly busy, with a wide shoulder). As it was my legal right to do so, i ran on the road and stayed on the left side, as legally obligated by state law (I have looked up the relevant laws and know that I was doing nothing illegal). It was night time, so I was wearing reflective gear and a very bright headlamp. While on my run, I was stopped by a police vehicle, who told me that it was illegal for anyone to utilize the road without being in a motorized vehicle (particularly laughable considering that this road has bike lanes) and that they would give me a ticket if I was to use that road in the future after a snowstorm, "rather than staying indoors on a treadmill". I told them that I believed they were incorrect regarding my rights as a pedestrian, and they quickly threatened a ticket, so I just dropped it and ran home on another street on a sidewalk covered in 15-20 inches of snow in case they turned around and came back. Interestingly, the city I'm in has an ordinance stating that "It is unlawful to annoy or obstruct the free travel of any pedestrian or vehicle lawfully upon a public street." Given that I was lawfully on a public street, I would believe that the police officers broke the law in stopping me in addition to threatening a ticket for something that did not break the law. Thoughts? Does anyone else ever have problems with cops on their runs?
