Neither one is correct. Neither one has the part where Oprah asks him about semantics and the 3/1 and 8/2 lie truth stuff.
Modern day journalism in the crapper yet again as the Telegraph 'transcript' is one of the top stories on google right now.

what is the point of getting the exact words? most people have said Mr. Armstrong is being evasive. The important thing is that he answered "yes" to Ms. Winfrey's question about having used PEDs during the Tour victories and "no" to the question about if it was possible to win without using PEDs.
Everything else was filler.
