Intensity is tough to do if the surfaces get slick. I try to keep the base mileage as high as possible, and throw in some tempo and hill work when weather permits. The last couple years I've come out of winter in excellent shape doing this.
Last night I did 13 in 4-5 inches of slick snow. Only ran 7:30 pace, but the effort was more like 6:30 pace so I'm sure I got good training out of it.
