NYRR should have cancelled. I expect the Mayor to be conservative in the decision to cancel. His job is not to decide whether it is a good idea to run the race or whether holding the marathon will bring bad publicity. His job is to step in and cancel the thing if the city simply cannot handle it and he deems that it would endanger the public.
It IS Whittenberg's job to consider other factors. She is the one who can simply say "it's not going to look good if we run this thing. Let's not do it."
