The confession is coming tonight. UCI set to respond to the USADA RD on Monday; Livestrong 15th Anniversary gala tonight. As in the linked blog, LA will probably 1) admit to using PEDs; 2) claim he was just doing what everyone else was; 3) apologize to his fans; and 4) say that we should leave the past in the past because he's got work to do fighting cancer.
I'm not a lawyer, nor do I play one on TV, but...
No court is likely to go after him for perjury, even if he had a slew of positive tests (think the tainted toothpaste excuse). It's too difficult to win with very little reward, even if they were to win.
I think if UCI comes up with an Amnesty clause for those who admit to doping he MIGHT confess (if it's favorable to him)...otherwise, I'm going to go with NEVER.

I'm not going to wade through all the answers posted before, but I hope what I'm posting has been posted already because it's really obvious. There's little chance he'll come clean any time soon, not with all the potential civil liability he would face from sponsors with an admission of guilt on his part.

Exactly.
He will continue to skirt around the issue for years, saying he's "moved on" and "looking to the future, not the past" etc etc.
At some point in the future he might concede that "mistakes were made" or that he competed in cycling during a "a murky, difficult period".
Although the statute of limitations has passed for his perjury in the SCA case, there is the Floyd Landis whistleblower suit which is still pending. Plus, as has been mentioned, there is potential suits from sponsors.
Of course his refusal to admit anything doesn't protect from any of this, but it does make the task a bit harder for the plaintiff.
Basically though he's condemned to living the next decade or so like OJ Simpson -- as his lawyers have probably advised him that he should NEVER, EVER admit to having doped.
So Armstrong has to decide whether to tell the truth and be fleeced in court, or continue to live a lie and keep his millions.
