When it comes to doping control for cyclists, the UCI is the primary organization charged with that responsibility. They even argued that USADA doesn't have jurisdiction to do the UCI's job. It's not unfair to interpret the USADA report as an itemized list of UCI's failure to do its job of policing its sport. He competed in 2009-2010 (with suspicious blood parameters), and wanted to qualify for Kona in triathlon. There were 10 persons named in a consolidated action for doping violations, trafficking, forcing others to dope, conspiracy, and aggravated circumstances. A lot of people were stepped on by Lance, and his small team of enablers, as he climbed his way to the top. Another point of this investigation is that this helps restore some integrity for the many who dared to speak their minds against doping, against Dr. Ferrari, or Lance.Two more points of what this is all for:- times in the Tour de France have slowed. It is now credible that a strong clean athlete can win, even if weaker ones are doping. This wasn't credible 10 years ago.- Lance won an unprecedented 7 times Tour de France, at a time when EPO use was rampant and significantly increase the speed of the whole peloton. Lemond said it in 1999: either it's the greatest comeback ever, or the greatest fraud. It's best to expose all sides of the story, and let the public decide for themselves. Regardless of USADA's conclusions or sanctions, now we know what many of Lance's teammates and staff and many others think.
