you got it. there is no incentive for 22yo guys fresh out of college with sub-1:07 talent to train and get down to the 1:02 range...guys would rather focus on their careers, social life, grad school, etc. than train for something that themselves & only a handful of other people care about & can appreciate.

The difference basically is commitment. A US runner gets out of school doesn't get a great contract for a mediocre collegiate career and stops.
Dozens of Japanese runners get a full time job, utilize their degree and train their asses off until they get to their goal or nearly die trying.
