It is not going to stop Lance from doping. It is going to do absolutely nothing.
It's certainly stopped him from competing in any future events the utilize WADA code; of interest to him it means no more ITU affiliated triathlons. He can dope all he wants for the local Piggly Wiggly triathlon or the local Krispy Kreme criterium.
They need to do something about doping in current sports, and until they are testing football, baseball, soccer and basketball, then they are a worthless joke.
Goodwill might as well not clothe local needy if they can't provide clothes to all the people of the world; homeless shelters might as well not feed local hungry if they can't feed the starving in Africa; local police might as well not arrest local drug dealers if they can't bust the Columbian drug cartels... find something big and round, and shove it in your ignorant pie-hole
