Any runner who doesn't try "his best" should be disqualified?
What about Kenenisa Bekele last year in the 10k? Or John Walker in the '77 World Cup? They should have been disqualified for all future events.

I see. But, with the amount of insiders who 'know' this guy is cheating, they surely should follow him closely off season. It doesn't matter that they will test him when he competes, I don't think athletes are that stupid that they cheat during competitions anymore.
You have to be stupid to get caught theses days. This guy does seem borderline retarded though after his 800m antics.
I kind of hope he wins just cos I like a bit of controversy.

When running in a tight group - as your photo shows - athletes are often forced to step inside the track. The incident you saw took place on the straight and so he would have gained no advantage.
Rule 163.4 b
Lane Infringement
4. An athlete shall not be disqualified if he
(b) steps or runs outside his lane in the straight… with no material advantage thereby being gained and no other athlete
being jostled or obstructed so as to impede his progress.

Didn't Taoufik pass the Norwegian Henrik Ingebrigtsen on the inside of the though?
Makhloufi did step to the inside of the track, and despite what IAAF says, there is a competitive advantage to be gained from doing so in a 1500--but it is also possible to be forced to the inside because of another competitor, which is why the other rule someone else cited here, the 'no more than two steps rule,' is the one people should be paying attention to.

Right, he must be cheating, because he's not been to any UK doctors recently.

Under IAAF Rules isn't this a no scratch meet? Scratch and you are out of the meet etc.?
