They didn't really. Things like BALCO and the like had nothing to do with testing - these were government investigations.
But once a nation is already tainted, like perhaps Russia, the IAAF make sure when they need a few dopers to catch they're from nations that people see as doping countries.
Nobody is shocked when an American tests positive. There's always going to be one or two. It doesn't harm the sport, it just looks like the testing is doing its job.
Maybe one of the stupidest things I've ever read. There were millions of Americans who were shocked when it's Olympic Champions like Butch Reynolds, LaShawn Merritt and Justin Gatlin tested positive. Things like that drive sponsors away from track and field. Asbel Kiprop could test positive and there would barely be a blip on the radar in major sports coverage. Who besides Nike has been interested in sponsoring him?
Consider the possibility that you may have this entirely wrong. Your attempt to show that there is some conspiracy to keep top East African distance runners from testing positive hinges on your claim that a dirty Kenenisa Bekele would cause people to lose faith in the sport. How can that cause them to lose faith in the sport when most of them have never heard of him? You don't think the people that run the sport would rather see Galen Rupp or Lisa Dobriskey as Olympic Champions? If there were any conspiracy, t would be to help them to gold medals, not some Africans that have nearly zero media value.
