Maybe because is already qualified for the 15, so he needs to know so he can decide whether to prepare for the 1500 or the 5000, whereas the other athletes are either in or out, so it makes no difference?
(Or maybe it's because they love and care more for their good athletes who have proven they have the potential to compete with the best in the world, as they reasonable should?)
Does it really matter when they accepted his petition? They would have accepted it either way whether it was today or in a week from now. Except this way he knows he can skip the 1500.
