This issue was discussed in 1979 when Villanova's Don Paige won the 800 and 1500 at the 1979 NCAA.

You can use A or AN when the world starts with the letter H.

Estrada is going to London and is going to compete for Mexico. He could not get all the necessary clearance to run for the US but if he ran the A standard he could run for Mexico so just like that Diego Estrada is an Olympian.
