Not trying to be mean, but if you have poor hurdle form and poor flexibility, why are you running the steeple? This is kind of like asking what the best shotput form is for a guy with poor strength. Seems to me that changing events might be a better plan than changing your hurdle technique.
As someone who is DIII and in a similar boat, I'm not the best hurdler and step a lot of the barriers, but with the weak Steeple field in my conference, I can be on the podium with an 10:0X, while my mid 16s 5k wouldn't even give me points. I'm not a great runner, but in the weak field of the steeple, I can be a competitor, and that's worth it to me.
