just looked on Craigs there are options at 600-700 with the power&tv&net included with-in 3 or 4 blocks of subway stop. beware bus to subway options they suck in the winter and the heat of summer but tend to be cheaper.

frugal means brown bagging making somewhere other than the corner bar the center of social life- astoria has a costco reachable by bus so the 50 buck a year membership can be recouped by toilet paper toweling soaps and household stuff alone. Beware big packages of food go stale or go greenhairedbluespotted bad with one person consuming.
A place that sells 7 buck Takeaway Chinese Dinners usually can be found with in a block of the subway exit and in some areas are ubiquitous- I have 4 with-in 300m of my door. But even 7 buck takeout adds up so be prepared to cook at home most of the time.
Learn how to make soup--- carry a thermos to work& pick up fresh roll or heroloaf fron your local bakery and you'll save a lot on lunches.
