If there is a requirement(not sure if there is or not) that any athlete competing on the world championship squad must compete at USA Indoors then it would make sense that those 3 must compete in something in order to be selected to represent us in the Heptathlon. If that is the case, letting them run the 60m seems to be harmless.
I could be completely wrong, but it seems to be a reasonable explanation as to why they would be let in with no qualifying time.
Also, they are all entered in the Long Jump as well, with Clay and Hardee not having qualifying marks for it(Eaton does). It is very likely that they are just competing in the 60 and LJ as a tuneup to get ready for the Heptathlon at the World Championships.
