For a regular run, shorts down to about freezing tho maybe in the upper 30's if very windy.
For a race, I would wear shorts unless it's below about 20 (+/- a few degrees for wind/sun/etc)

Otherwise below 30 the tights come out. And I wear shorts over them, I run with a lot of women and I feel like they are always checking out my junk. I'm a happily married man.

I used to wear shorts no matter what back when I was in high school and college. Now that I am older, I grab a nice pair of comfortable running pants when it is under 40. I don't wear tights. I've never found them comfortable. But the running pants are quite nice.

maybe pants under 10 degrees. I'll wear underwear under my shorts if it's under 30 or so

I am 27, you don't have to care what you look like, but at least know that you look ridiculous. If you were on a team your other teammates would tell you not to wear shorts over your tights.
I am just trying to help the young guys out, If you show up to your first run in the cold weather as a freshman in college with shorts on over your tight you are going to get made fun of.

32 degrees is a general threshold for me, although if it's cloudy or windy I'll wear thin ($20, but great) tights for a handful of degrees higher. I'll almost never wear them 40 degrees or above. Occasionally I'll wear shorts in the high 20's if it is calm and sunny.
I tend to go lighter on the upper body clothing than most people, but I have trouble wearing shorts under 30.

-60+ - Shorts and no shirt
-50 - 60 - Shorts and t-shirt
-40 - 50 - Shorts, long sleeved shirt and gloves which will be removed at some point
-30 - 40 - Running pants (cross between tights and pants...tapered but not tight), long sleeved shirt, gloves and hat...gloves and hat will be removed mid run
-20 - 30 - Running pants (cross between tights and pants...tapered but not tight), jacket, long sleeved shirt, gloves and hat
-<10 - Running pants (cross between tights and pants...tapered but not tight), jacket, long sleeved shirt with t-shirt over it, gloves, headband and hat
- Extreme minus 0 cold I'll wear another layer of leggings and a balanclava too
My record was -35 with windchill...
In Texas you can wear shorts year round.
I have run in shorts even in single digit temperatures and it really has not bothered me as long as I have an extra pair of underwear on. But once the temperature is below freezing almost everyone I run past tells me I must be freezing or something similar so if it's below 30 I generally put on long pants.
FL, it gets cold enough for tights mid-January through mid-March. The rest of the time we are good with shorts.

I wear shorts for runs as cold as -10°F.
Of course when it gets below 45°F, I'm smart enough to put a pair of sweat pants on over them.
As far as tights, they are really just glorified long underwear and I don't see anybody wearing those without shorts or pants on the outside.
