I think Blake just thought the clock was wrong, because 1) he had a bad start and 2) he wasn't that far ahead of Dix, who he probably thought would be around 19.8 or something.

Obviously this guy (blake) is doping but so are the other top guys. You don't win medals without doing something.
That being said, something has tipped the scales from US dominance to jamaican dominance. I would say that there are differences in the drug testing that explains some of the difference. Some can get away with more than others.
I very much doubt that the jamaicans have access to stuff that the americans don't....it's just that they can get away with more for various reasons. Back in the 90s the americans had an advantage which has now be erased. Their athletes aren't as protected and their access to unique stuff isn't the same.
Another factor is obviously that someone like bold is an incredible natural talent (he ran monster times at 15-16). So in his case when you add out of this world natural talent + doping...magic happens.
I also noticed that someone wrote that they thought Michael Johnson was not doping when the set his 200m WR at the 96 (GH) olympics. Absolutely was he doping, he was using designer steroids, growth hormone (gh) among other things.

Balco took care of the American doping advantage. Now athletes all over the world are being tested like crazy and the playing field is level. Usain Bolt is currently the most tested athlete in the world.
No one wants to simply give Jamaica credit for having the best sprinters in the world, in their eyes, it must be dope. Of course, the loudest complainers are from the country that doped so much, it almost destroyed T&F. How hypocritical? America is traumatized by it's own doping past! It's hard to understand that Jamaica would have been dominating all along if not for the unfair chemical advantage.
I wonder how many medals Jamaicans like Merlene Ottey, got cheated out of because of systematic doping? So many, they named her the bronze queen. If you ask me every American medal, pre-balco means sh*t because it's likely they cheated to get it. The medals should be returned and their records wiped clean. It's time to recognize the Jamaicans for what they are...the best damn sprinters in the world.
