All in all, not a bad showing for Bumbalough, especially after reading that interview on the kimbia.net home page. It sounds like he had tapered down his training some and was moving into other things and then was suddenly thrust into it again. Honestly, 9th place in his heat given all that ain't too bad. Wish he'd made a push to keep the pace honest and get in on time, though. Still, at least he didn't get lapped while running way off his PB like his teammate did in the 10k.

The IAAF allows every member to send at least one man and one woman in any event without qualification standards, except in the steeplechase, 10000m, or multis. They do this, both because the tiny federations that don't have anybody that can make a B standard represent a significant voting block and the IAAF is wise to allow them a minimum of representation, and because it offers an opportunity to develop the sport in places where it has no tradition. You have to start somewhere.
The Samoan in question was to enter the shot put, but wasn't allowed for some reason, and so he was entered in the 100m instead.

Yes. I remember another fat Samoan 100m 14.xx" runner called Trevor Misapeka that was about to enter in the shot put..., seems like they dont learn the lesson.
But a 16k jogger in 5000m? in same heat than guys like Merga or Farah? Why they dont put this runner in the 100m preliminary round?
Whith that kind of speed for 5k (sub 17 minutes)He maybe could run sub 13 second in the 100m...waaay better than Sogelau Tuvalu.

You do have to start somewhere, but the World Championships seems like an odd place to do so.

No, they didn't. Three time qualifiers from the first heat, two from the second -- it can't be any more even than that. The best/fittest runners qualified.
