Seriously, I know everything you just said, I don't know why you're arguing.
I said that Surin "put together basically the best history of making big finals of anyone, ever", NOT that he had definitively THE best record. "Basically" means that he was up there with the best ever, which he was, as you have so conveniently detailed (dopers Christie and Mitchell excluded from the discussion, of course).
So I never, as you tried to suggest, "singled out Surin from the Tokyo field as having THE best record of getting to major finals".
And I have never, ever disparaged Ray Stewart's running, so I don't know why you're getting so vitriolic. I described him as a "regional hero" because in addition to being a great sprinter, that is precisely what he was. I don't consider him an all-time great, however, because he never set a WR, and never ran a time among the best in view of history, unlike many others in the race, including Lewis, Burrell, Fredericks, and Surin. He did not transcend his time.
And finally, yes, I know the obvious story of the Tokyo track that everybody knows, and I also know that it is no story at all, as the track was IAAF ratified.
Same with Mitchell's start, it was within official's discretion to allow.
So I'll ask you again: was there something else really interesting about Tokyo '91?

It seems it was commonly known back then that the track did not meet the IAAF specifications. Whether the IAAF ratified it or not is irrelevant.
Can anyone confirm that the track was torn up immediately after?
