So what. People who don't compete don't need the secret sauce.
I love it - a) he knows this is a low risk proposition because nobody is really going to take him up on his offer and b) he hasn't taken anything since the day he made the announcement.
As the front page states, "he doth protest too much."
If he wants it to mean anything, he should donate enough money to cover his own testing costs. If the idea caught on, all the big names would have to do it, and the testers could start working out more about what results should look like when you are injured.

so if he announced it like a week ago would that make you guys more happy? the tests still would have taken place at the same time. plus, if he was cheating he probably would be healing faster, and running faster. i feel like if anything this past summer has proved he isnt cheating. at least at the time being. i cant speak for when he ran 26:59 because i have no idea if he was cheating. none of us do.
Nobody is blaming any one person. In general we all know our sport is dirty. We know from Conte's book and from experts we talk with that it takes a budget of $250,000 year for Lance Armstrong to skirt blood and urine tests. We know that we have entities in our sport with those kinds of resources and that the international athletic federations, WADA, USADA, USATF, and NCAA are too involved to catch and prosecute PED cheaters.
The blood tests are being used to establish a baseline "passport" for future testing, moron. If he's off *whatever*, it would only highlight any subsequent use.

I don't know if this volunteering will actually get him blood tested at the World Champs.
Doesn't he have to be there?
If he is tested in this process it should quash talk that he dropped out to avoid testing.
If he were using, he could easily stop using and then race at WC's.
I think the idea of the new test is that it will detect for a longer period going back. So stopping the usage at word of this test may not be enough to pass the test.
But not racing and not getting tested will prevent a positive test.
I think the idea of dropping out in fear of this test is absurd because this is what you train for.

If he volunteers to stay in, people say he's doing it because, "it's already out of his system," or "he knows it's a low risk he'll actually get tested."
BUT, if he had opted out of being tested, people would say because, "he's dirty and doesn't want to get caught."

My understanding of the World Championship testing is that all athletes will be tested rather than just the medalists plus a limited selection of random athletes. Further, this test will be used "as a first 'fingerprint' for athletes with no previous records at the IAAF" or " to build upon already existing athlete profiles recorded and followed at the IAAF". Since Solinski has been subject to random and incompetition testing by USADA on behalf of WADA and IAAF for years, I don't see where his volunteering to be tested really makes much difference except as publicity ploy. Whether he competes or not he would likely be tested by USADA in the near future and go into the IAAF database anyway.

This is written to manipulate people who rightfully suspect him after the withdrawal. It is totally BS. He AVOIDED the test that the athletes had to take by the very suspicious timing of his "injury".
Solinsky's twitter is the "smoking gun" in my opinion. He himself said that his hamstring was improving (he himself tweeted "PROGRESS" [emphasis by Solinsky] on 8/15), then suddenly his hamstring was reinjured after doing a speed workout--a speed workout 2 weeks before a world championship meet for someone attempting to heal a hamstring.
