1:53, 4:15, and 9:13 get you into the top ten ALL TIME in NE. That's horrible.

Given the many studs (Santee, Ryun, Mills) who came from and/or ran at KU back in the day, Kansas high school distance times are nothing spectacular. No state 1600M champion broke 4:15 and no 3200M champion ran under 9:20 this year...which is pretty typical.
Kyler True from Kansas ran 1:49 after the state meet this year.

I should have been more clear. I was referring solely to 1600M and 3200M times which were pretty soft at this year's state meet (and generally are year to year). True is impressive at 800M. It will be interesting to see how he progresses over the next few years.
Massachusetts is pretty bad. XC states on a decent course is always won in 15:30 or so, but it's not nearly as bad as some other states.

The upper peninsula has their own state meet away from the lower and it is HORRIBLE in XC and track (believe the d1mile state champ ran like 4:49 and it doesn't get faster in the lower divisions)
Has nobody mentioned Iowa? Some pretty dang slow times indeed...
you can look at the different divisions too.. apart from like 1 stud for 1600 theres basically nobody...
if we're just talking distance runners, Vermont is pretty low but not quite the worst. There are a few states in the south that are just unfathomably bad.
If it's all track events, then yeah VT is not good. Too many white people.

For distance running, it is easily Louisiana. Hell, 4:30/10:20 will win you a state title. At all of the state meets, only 10 boys ran 4:30 or under.
Louisiana has too many divisions, there should really only be like 2, maybe 3, for track/xc, at which point the state meets wouldn't be so terribly slow. And this is coming from someone who has sort of benefitted (in terms of success) from being mediocre at a small school in Louisiana.
Of course even without the divisional issues, Louisiana is still slow for a variety of reasons (terrible summer weather, lack of interest/funding, heavy emphasis on others sports AKA football, lots of tiny rural schools that can barely field teams, bad coaches etc.)

deep south is good at sprints usually, but ya, unfathomably bad at distance. This is because training for xc there sucks balls. Imagine what training for xc would be like if 85 degrees and a dewpoint of 73 was a cool summer day.
We have the second-smallest population and some of the worst training conditions in the country.
Proportionally, we are not the worst.

Yea right.Not....
Bump
I was at the state track meet in Wyoming one time.
The wind was sustained about 70 MPH, with the backstretch directly facing into it. The 200s went off, and it was something like 18 seconds for the sprinters to come off the curve, most veering wildly into neighboring lanes. Then, the final 100 was an 8-low. I know this, because I timed it. Good times!
Just looking at distance events, Virginia is the worst. Yes, they have produced Sean & Brandon McGorty and Drew Hunter and Weini Kelati, but they also have something like 1,200 State Meet divisions. (Well, lots!) So anyone with the ability to break, I don't know, maybe 10:00 for the mile can win a medal. In fact, I think everyone gets a participation medal. They're all WINNERS! (with apologies to a line from a Seinfeld episode -- referring to the NYC Marathon runners).
Proportionally Ohio isn't doing too good... Then again all swing states suck at running!
no question New mexico is by far the worst. Girls running 16 minute 2 miles and girls high jumping 4' 6"
Wyoming is probably the worst because they have the smallest population. Law of averages
