I'm also interested in the answer to this question. I've been battling a plica issue myself.
I had a plica removed about 8 years ago. I was able to run very slowly 10 days after the surgery. Make sure you do exercises to strengthen the inner quad muscle. Without weights, stand against a wall with a pillow between your knees and do squats. It will isolate that muscle that keeps your knee-cap in track.
I've heard that it's more in the order of 4-5 weeks.
I had plica surgery, to remove a symptomatic medial synovial plica, in combination with arthroscopic surgery to fix a torn medial meniscus. I was off my feet for about 2 weeks, and began running within 4 weeks. At first it felt awkward, since the surgery sort of altered my mechanics, but with some time and effort I was back to snuff soon enough- and I was 47 when it happened so my healing time is a bit longer than someone younger.
