Depends on the criteria, but presuming a primary consideration is the enjoyability of running itself, then how can states with terrible weather and crappy terrain be good running states? Who in the hell would want to run in Indiana or Minnesota versus California? California is not overrated. The weather, scenery, and terrain are perhaps the most accommodating in the entire country. Everything in the middle part of the country is inferior from a running perspective. The weather couldn't be worse there.
