Most of the North East States are pretty weak in distance running. Just looks at few sub 4 minute milers those states have produced.

Kentucky is terrible. Not very many good runners, weather sucks (hot and humid summer, ice storms in winter), the public attitude towards runners is awful (not surprising in a state with one of the highest obesity rates in the country) and the races are pretty low quality.
Of all the five smallest states New Jersey has produced the most sub-4 minuters at 11. I think Vermont has produced 1!!!
New Jersey's Marty Liquori was the last American ranked number 1 in the world in the 1500. I think he also broke the 4 minute mile barrier in High School.
Sad to say New Jersey and New York are better than all of New England in distance running. New York has produced some great milers.
They just don't care about distance running in the North East. Dan Wilson is probably the best miler Connecticut has ever produced.

The upper Great Lakes are beautiful and even pretty hilly (go to Duluth and get back to me).
Running in extreme cold isn’t too bad. And living in it probably makes you tougher
