I'm not inclined to believe that the height of his prostheses is a big advantage. Stride length is determined by the amount of force exerted against the ground, not the length of the legs. The only reason longer legs are ever an advantage is that they can potentially (but do not necessarily) come equipped with longer muscle bellies, which in turn can generate more force. Oscar's blades do not have muscles at all, so increasing their height would not provide much, if any advantage.
The fact that he can run the 100m in under 11 seconds despite his inability to accelerate is clear proof that he is genetically MUCH faster than average in spite of his condition. I cannot speculate as to what he would run if he was able-bodies, but I am certain that he would be bordering on world-class.
