I don't know if it's scar tissue. I got a stress fracture in my shin, and it did get sore when I ran on it after it had healed for a few months, but ultimately went away. I had the same hesitation you did, but the doctor said it was normal.
I always thought that after it healed, I (still) have a little knot of extra calcium at the break, and you've got to figure that the sheaths and tendons have to get used to working around that small bump initially.
thanks idealist. that helps me out a lot. its nice to know that someone else has had the same problem i had and was dealing with the same things. i was a little nervous about starting to run again. when it was kind of sore. but this definitely helps. thanks

how do you know if it is just scar tissue? i took 8 weeks off after a tibail fracture, and i've only been running for a week, and the soreness is back. how can i know for sure that the bone is healed? any tips?
i dont know if it is actually scar tissue but that was just a guess. ive heard of it happening to other runners.

Ask your doctor.
In my case, I took a full 12 weeks off to be sure (I didn't have a particular season deadline, so I could do that). It still ached, but the doc assured me it was fine. Mind you, there's a huge difference between ache and sharp pain, which would be the fracture.
If it's screwing up your stride, that's too much pain, and you should either check back with the doc or simply wait longer. That's an opinion, mind you, and I'm not a doctor.
