For Solinsky, this is not the first time he publicly blamed another US runner for his own shitty performance.
If you are implying that Solinsky blamed Rupp's DNS for his own DNF then you are mistaken. He dropped out because he had a hamstring injury. He clearly states this in the post race interview. This should surprise nobody. When he set the AR in the 10k last year he nearly dropped out because his hamstring was acting up. He only stayed in because mid-race it started to feel better. Hamstring injuries tend to linger / come & go so this shouldn't surprise anybody.
Now, you can make the argument that he entered the race with the intentions of defending his record (which would be awesome) and decided not to risk further injury when Rupp did not even start, but you are putting words in Solinsky's mouth by implying that he is blaming anything on Rupp.
