I have passed on my experience on Achilles issues before, but for you benefit. I had a bout that I was almost certain would lead to surgery. I avoided that.
1. PT therapy, working out some biomechanical issues. Gastron treatment. Heel lifts in walking and running shoes. Running on AlterG treadmill.
2. Once recovered: gentle Calf/Achilles wall stretch daily. Two times a week eccentric heels drops from a platform; worked up to doing with a 15 lb dumbbell. Run hard workout or hills with a hard rubber or cork heel lift. Started with one where you could peel off the layers over time the lessen the elevation.

I'm not sure if this fellow has discovered a new treatment, or if he is just confused. There is an effective treatment for Achilles and many other soft tissue issues know as the Graston Technique. I believe I and others here have mentioned it before. Likely that's where this fellow heard of it and he just got the name mixed up. I do believe it is worth looking into as it has been proven effective for some Achilles ailments.
Regarding the eccentric heel drops, please be very careful. While they are an accepted strengthening routine, there have been reports of setbacks by those trying them while rehabbing an Achilles injury. Sometimes they do more harm than good. Tread cautiously.
