I'm merely suggesting Scott is in the conversation for his longevity and consistency, even if his medal count is low. I would agree that Lagat is a better choice. Someone earlier suggested that Scott didn't belong in this discussion, which I think is ridiculous.

The right question is not, "Did a particular individual test positive for PEDs?" The right question is, "Did a particular individual USE PEDs?"
Cierpinski's PED use is well documented with the records released after the fall of the Berlin Wall. Cierpinski is a known drug cheat. So, yes it is embarrassing that he is even mentioned in this thread.

There is strong evidence that Cierpinski was part of former East Germany's drug system. I personally believe that this is the case, too. But there is no proof.
Carl Lewis' case is different. There we have a proof.
I haven't read the entire thread but Abdi Bile and Miruts Yifter would be my picks. Carl Lewis in the long jump is the top example. Wait I forgot-Yifter had the WR in the 5000.
Bile destroyed the field over the last 800 in a crazy 1:46.5. But he really only had one year like that.
Its a good topic. When you think of the all-time greats its hard to find examples of some that never had a single world record at any time.
Kipchoge and Sihine are obvious. Others to consider are Nyangabo, Alberto Cova, Dieter Baumsnn, and Joaquim Cruz.
For American records Doug Padilla dominated the 5000 nationally for about 9 years, then again he had the indoor 2 mile record and the 3000 record (tied with Maree).
