The section was probably sold out because Oregon track club members and officials got to purchase tickets earlier than the public did. I officiated a couple events last year and got my packet to order early back in February I think.
It means North side of the track, section J. I am there as well with my friend in row 3 seats 8 and 9.

I have never been to Eugene and am looking forward to it, having been to the trials three times in the past and having enjoyed all three times. What is the hotel/motel situaion near the track?

The West Grandstand has 38 rows, but in most of it, press seating occupies all rows higher than Row 33. In Section B, most seats are below the announce booth, and Row 31 is probably darn near the highest row of seating.
That high up, you may have some obstruction from the columns that support the roof.
You are not "right on the finish line;" that's along the aisle. Section B Seat 1 or Section A Seat 13 is as close as you can get to the line.
And why was it all sold out already? Because season ticket holders who have made a commitment to purchase at least two seasons' worth get preference for their seats, and many fans, even from out of town, buy season tickets even if they only attend the Pre Classic or national meets.
