I don't know of any 5K road races in Michigan quite that fast. Maybe someone else does and can help you. If you don't have any luck finding much, the Diemer 5K near Grand Rapids is in early/mid June and usually has a fast field (several running mid 14s).
If you had use for an under-distance race, it looks like that Ryan Shay mile could be an opportunity for your guy to mix it up in a fast road mile. I believe several guys go sub 4 in that.
I know I didn't directly answer your question, but figured I'd let you know about them just in case it was helpful.
There's not really any stacked 5ks in Michigan that late in the summer. Usually you would find it in the longer distances like the CRIM and shorter races like road miles as well. There aren't any races that are won in 14:15 usually.
Clint Verran used to host a track 5k during the summer every year and some elites would show up and do a gender-staggered two mile. That was pretty cool.
If you're looking for a cross country race, there's the Jeff Drenth Memorial but that's more of a collegiate race. Also the Golden Grizzly Open. The Kayla O'Mara race has several people around 15:30-16:00 but that's nowhere near 14:15. The best race in Michigan that I would advise for you is the Volkslaufe (www.volkslaufe.org). It's in Frankenmuth, MI and the Hanson group will usually send 1-2 runners out to do the 5k. The course record is 14:37 I believe. It seems that usually there's someone near 14:50-15:15. It really depends on the temperature because the 5k is run at about 10 am every year in the middle of summer (which means it could be close to 70-75 by race start).

You might find some races around the time frame you're looking for. I wish I knew more about other states but this is really all I have for you. The truth is, you're not going to find many 5k road races won in 14:15-14:30.
Yeah, Diemer in mid-June might be too early for you, but it's probably one of the best 5k fields around in Michigan.
2009 top five were: 14:32, 14:34, 14:39, 14:40, and 14:48.
$600 to first place. Pays top 10.
Flat, very fast course. Course record is 14:10 (2006). Not sure if there is additional $$ for breaking that.

2010 was a slow year because a bus full of guys coming up from NY for the race got lost or stuck in traffic or something and missed the race. Flat fast course, you'll get some competition for sure.
Southern California USATF championships at Mt. Sac on June 5. Last year's winning 5000 was 14:03 I think. Nike frequently flies in pro athletes to compete in this meet.
Pacific Canada series in Vancouver BC area. Pretty fast times if you have the marks to get in. Early July.

Music City Distance Carnival in Nashville,TN. June 4. Doubtful there'll be any prize money, but the field will be solid and have a rabbit.
I'm kind of amazed that since this is Lets Run, that this many posts into the thread and no one has demanded that your athlete move out to the 10K or the marathon.

Debbie Green 5k in Wheeling early August. The US National in Providence in mid September. If you are really coaching someone of that caliber, you should know where the races are!
The Debbie Green 5k is just over the boarder and is usually in Early August.
West Lake 5 miler always has a few Africans 24 or better.
