a) It makes the media presentation of the sport more exciting to advertise record attempts.
b) If they're bothering to run and they're good enough, they may as well hit a record, so why not mention it.

I'm pretty sure Galen already has the 10K A standard (10, half, and marathon valid are from January 1st 2010, if I'm correct). He might just be looking to race, but I don't think it's for qualifying purposes.
Well, he just set the AR in the indoor 5k. He's in the best shape of his life. So he's going to try to PR. Setting a new personal record would put him very close to the American Record in the 10k.
