Colleagues.
Participate in activities with others. It is really that simple.
Craigslist activities or strictly platonic...
Assuming you're a runner, you find other people to run with via running clubs, track workouts or just when out running. You make friends with these people.
The same way porcupines make love. Very carefully.
Seriously, a 25 year old has to ask this question?
Okay:
co-workers (although you want to expand past them as soon as possible because IMHO friends and work are a nightmare)
Church/synagogue/etc (if you are of the kind)
Running groups
Find organizations in town that share your interests
It sounds pretty simple in theory, but in reality it can be pretty difficult to meet new people in a new city if you are not particularly extroverted. I'm 24 and moved to a new city a few months ago for work without knowing a soul. Like others have said, the best possible thing to do is to get involved and find organizations that suit your interests. Hopefully your moving to a larger city with an active younger population. If the city caters more to thirty-somethings that are married with children, it might be more difficult. My advice would be to not be afraid to go at things alone. You are moving to a brand new city, so there will be plenty of new things for you to enjoy and discover. Don't let opportunities pass you by just because you don't have someone to tag along with right away. Get out there and have fun, and the friends/associates will come in time.
