Each political party lets the other keep sacred cows. In parentheses are the party who keeps the sacred cows...all the while deflecting controversy onto the relatively minor State budget issue disputes like that in Wisconsin.
We could save trillions if we cut Defense spending (R), welfare spending for those who do not work or are not citizens (D), capped tort and medical malpractice lawsuits (D), cut off senseless FDA regulation of medical device companies (D), increased corporate finance and drug company regulation (R), redid the IRS code to more effectively tax corporate earnings and incentivize job creation (R), redid the bankruptcy code to make it much harder for irresponsible persons to file (D), and reformed the health care bill to a single payer system(R...yes, R).
The bill in Wisco is absolutely small fry compared to these money sinks, but it is a prime examply of how America gets polarized by false dichotomies.
