I would define it as the speed that you can maintain at VO2 max

How old are you and what are you trying to run?
23 and attempting to run 4min mile, best of 4:12 so far with increased endurance capacity (2:25 marathon) and decent foot speed 51 sec 400m.
Speed endurance is speed endurance- it doesnt change for the events ie mile pace or VO2 max pace- that poster is retarded.
Speed endurance for a 1500 meter runner would be something like 10 x 150m @ 90-95% with 3-5' rec.

You need to run an average of 3 seconds faster per lap.:-)
And you'd probably benefit from a little more speed. The marathon is about 25 miles longer than you need.
I'd play with over race-paced intervals at varying distances - not the mile, and probably not many over the mile. If you can, find a good group to work out with.
There are many athletes who found their peak much older than you, so don't quit on your dream.
