I'm not sure of the reasoning here, as anyone able to break the 1/2 marathon record can earn big money running a spring and fall marathon, so in most cases there are only limited windows when that runner is going to be in half marathon WR shape.

Can we agree that if you are running London or Boston, then maybe you don't want to be in HM world record shape in mid March (e.g. Lisbon)? So perhaps the best time to be looking at a fast HM is in February where you have recovered from your previous fall marathon and it is not too close to your spring marathon.

July/August could work too, but good luck finding one where the climate is suitable for a record run.

So RAK HM is ideal... for US based runners, New Orleans appears like the best option (previously Houston).

So my prediction for women's HM records at the end of 2011:
