Here is the NJ/NY area just outside the city. Can get pretty cold during the winter and 110-120 mpw here at that time is terrible especially basically by myself.
Word is Kenya is pretty nice this time of year. And its at altitude. Also, I hear the training partners aren't too shabby.
Check out San Luis Obispo. Incredible winter weather, trails galore. Cal Poly track and team with Mark Conover. Strong running community. Decent sized town. Ocean, too. Can't go wrong.
I have the same question. I am from a more northerly climate and was looking at snow/sleet this morning thinking how much I want to be out of here for the worst part of it! I was thinking the south because it is cheaper than out west but no altitude.
If I could afford to relocate in the winter, I'd head for the Smokey Mountains in the Carolinas. I have friends that live in Greenville, SC (home of Furman University and the occasional NCAA XC Champs). Nice town with a good mix of people (over 50% are from out of state), lots of hills. The weather over the winter ranges from the high 40's to the mid-60's. Very cheap cost of living. You're about halfway between Charlotte and Atlanta. Its great down there in the winter, but much too hot in the summer.

head to phoenix or scottsdale AZ.
in a couple hrs you can be in Flag for your altitude but you can spend most of your time in the 75 degree valley of the sun!
several new running stores in town so there might be some part time work available
good racing scene in the winter months also

I will be in smaller cities with high altitude and low-prices for everything. Weather will be cool but ideal for training. Come on out!

Warm and sunny and not much rain.
Great canal/trail system.
